If an organization already has an ID Works ID System with a specific card design, such as a FIPS201 design, or State-approved design, can Vuance "import" and use that existing project to produce Raptor Cards?
Also, can they produce Raptor Cards from their facility using the existing Datacard system? Assuming that the printer would have smartcard encoding capabilities.

The short answer is yes. A version of the Raptor support software is available with licensed ID works functionality embedded in it so the card template is easily transferable.
If a customer wants to produce Raptor Credentials locally they can do so with their DataCard printers using RAPTOR RealTime. There are two approaches to this. with the Enterprise Version they are essentially reaching out to the main database and obtaining the information required for printing and encoding the card. This will only work with a lower assurance level program as they will not be able to make a request for and receive an approved PKI certificate. Still this should not be a issue for organizations using ID works. The second method is using the RAPTOR Express solution in which case they plug in there printer and go.
