This set of instructions applies to both individuals filling out their own records from the SKILLS tab, and Agency Training Administrators recording and or verifying skills from the Verify menu.

To fill out a skills verification form start by selecting the Executive Type the skill or certification program is going to fall under. Wait a second while your selection determines how the next drop down box will be populated.
Next select the Agency Type, this is the agency type related to the skill or certification program which may be different than YOUR agency type. For example if you are a firefighter your agency type is probably Fire Department, but if you are entering in a NIMS training program the Executive Type will be "Emergency Management" and the "Agency Type" will be "National Incident Management System User". Again wait for a second while the Skills list is populated.
Select the Skill/Certification you wish to record. A description of that skill will automatically populate the Description Field.
Next select your agency. Don't be confused many people are affiliated with more than one agency. For example your primary agency may be the Westminster Fire Department, but you may also be affiliated with Mercy Ambulance, the local ambulance service you work at part time. You want to make sure to select the Agency who's Administrator is responsible for verifying this record.
Next you enter the certifications expiration date. Many training programs never expire so RAPTOR is built to accept a default date of 1/1/9999. For the administrator this means that that particular skill will never appear in the "about to expire" reports.
The course number is next. The course number is typically assigned by the training authority. Occasionally the course number will be assigned by the Accreditation Authority. If both entities have assigned a number default to the one assigned by the accreditation authority. This is the number that will automatically be referenced if the record is going to be electronically verified against the accreditation authorities database.
Next fill in the completion date. This is self explanatory.
If you are filling out your own record from the Skills tab on your dashboard you are done. Save the record. A future feature scheduled for the system will automatically inform your training administrator that a record needs attention. For now it is up to you to notify your training administrator that you have a record that needs to be verified.
If you are an administrator who has been filling in this record or who has opened a record filled out by one of your personnel, you have a few more simple steps.
Load an image of the training certificate. This is an optional step but will make maintaining your training records mush easier and more efficient in the future, not to mention clearing out space in some of your filing cabinets.
Once you have double checked the information against the paper record and are confident it is accurate check the Verify box and click the submit button.
The record is now a permanent part of the individuals professional profile.

Tips to remember when Verifying a Skill

A Skill is what you want to verify when you want to add a certification or completed program to your record.
The Executive Type is a sort category to keep the selection lists manageable
The Agency Type is also a sort category, most fire service training programs fall under "Fire Department"
The Skill is the certification program

Expiration Date: If there is no expiration date enter a default of 1/1/9999
The course number is assigned by the certification authority or by the accreditation authority
You can list single or multiple instructors but this is not a mandatory field
The Accreditation field is for the organization that certifies the training authority. This is not a mandatory field but may be required to electronically verify the record.
The completion date will often be found on the certificate
You can upload both the front and back of the certification document if necessary.

An Identity or Privilege card issued by an educational institution is acceptable for the "second photo ID" requirement. The card is required to have a Photo, First and Last Name, Unique Identification number that can be connected to the card holder and clearly identify the Issuing Authority or AHJ.

With the large number of public safety officials participating in the RAPTOR credentialing program an Identity Administrator is likely to be presented with a license to carry firearms as the secondary Photo ID. For reference purposes, the table below has links to web sites containing information on the local and state laws and regulations pertaining to the issuance, visual topography, requirements, and issuing authorities for these licenses and permits. The table is for reference purposes only and the links are to outside sources of information for which Vuance has o control and is not responsible. If the Identity administrator has any questions as to the validity of a presented license or permit, he or she should contact the issuing authority immediately.

Important note: This type of transaction is for Identity proofing purposes only. If the record needs to be maintained in the profile as a LICENSE the record holder must present the document to a License Administrator for verification. THIS IS SEPARATE TRANSACTION.

Do I need the grey background for taking the pictures?

Yes, 17% Grey is the acceptable color background as long as it does not contain any pictures, printed wallpaper, chair rails or brick backdrop. It also can be a blue background. The background must be plain. Now every Raptor enrollment station comes with a gray background and complete lighting kit. Only an original or certified copy of a birth certificate issued by a State, County, Municipal Authority, or outlying possession of the United States that bears an official seal will be accepted. Versions vary by State and within States by the year of birth. Older certificates may vary from municipal authority. Federal Law requires a minimum standard is met for birth certificates and certified copies issued after 2005.

U.S. Social Security Account Number Card
The U.S. Social Security account number card is issued by the Social Security Administration (older versions were issued by the U.S. Department of Health and Human Services), and can be presented as one of the required proof of identity documents. Metal or Plastic reproductions are not acceptable. Regardless of the use of the card as proof of identity the Social Security Number itself is a required data element.
