Attribute management in the RAPTOR system is similar to that in network management. In a network an “attribute” is the property of a managed object that has a value. Similarly in RAPTOR an attribute is the property of the person who has enrolled, and the value is “what that attribute is”. An example being: Joe Smith enrolls and designates he is a Firefighter I, Joe is the “managed object” and Firefighter I is the “attribute”. The RAPTOR system then associates the “value” as the skill set of a Firefighter I. Also similarly to network management, RAPTOR has certain mandatory initial values for attributes that are specified as part of the managed object class definition. Associating the skill set of a Firefighter I is a mandatory initial value, but conditional values can also be added, these may be unique to the jurisdiction where a responder works on a local, regional, or state level. These conditional attributes could also be additional training or certifications that are above and/or beyond the initial mandatory value of a Firefighter I.

RAPTOR creates a baseline for attributes based on national standards organizations like the National Fire Protection Association (NFPA), The National EMS Scope of Practice Model from the Department of Transportation, National Incident Management System (NIMS) classifications, and a specially designed proprietary baseline of Law Enforcement skills, due to a lack of a common national law enforcement standard. The baseline becomes the mandatory initial values. The baseline can then be configured to the specific jurisdiction by indicating departures and additions to the baseline. This is an important distinct function of the RAPTOR system, because it allows a receiving jurisdiction to know the exact skill set of the incoming responders, which allows them to more effectively utilize the responders.
