When caring for an injured, potentially unconscious challenge is to provide critical medical information in a timely manner that will allow for aggressive treatment by emergency room personnel. The RAPTOR system provides such a solution. Using the basic medical information collected in the force protection program as a foundation, additional information sets are collected providing emergency room physicians near instant access to critical medical information Force Protection – Emergency Medical Records: This information is optional and can be used by the AHJ for the purpose of establishing or supporting a force protection pre-screening program for biological warfare events. The pharmaceutical choices allowed for by the system are those the centers for disease control has available as part of the Strategic National Stockpile program. The medical form has been reviewed and approved by a panel of physicians and pharmacists for use in making a base line determination of the appropriate antibiotic chemo prophylactic choice. This page can be modified at the request of the AHJ’s medical director.
In addition to the pre-screening information collected to support Biological weapons preparedness efforts, additional medical records forms have been added to the RAPTOR system. The inherent risk to life and health faced by law enforcement, fire service and other members of the first responder community is always an issue of concern. In our mobile commuter society a first responder often works in a geographic area that may be far from their place of residence. This can lead to the eventuality of a first responder being transported to and cared for by medical facilities without rapid access to the individual’s medical records. These information sets were developed with contributions from emergency room physicians from level one and two trauma centers and include:

A basic medical screening form
The NFPA 1582 Medical History and Physical Form
Most recent electrocardiogram
Results from annual pulmonary function tests
Medical allergies and current pharmaceutical regimens
Surgical History Form
Vaccination History Form
Pre-existing conditions
Baseline vital signs, with three sets of incident rehabilitation station vitals rotating chronologically
Contact information for the first responder’s primary care physician
Insurance coverage information page



Because this information can be amended by the individual user, and at the clients direction made available administratively to authorized health care providers for verification on an on demand basis, the records can be kept current to the day. This information depository also contributes to the systems applicability supporting accountability and scene rehabilitation programs.
