Your Social Security Number is used as a method to verify your identity. The RAPTOR system is based on a trust model, a set of operating rules and restrictions that guarantee a certain level of assurance that the information being presented is accurate. All the information in the system that requires authentication is based first on the accuracy of your proven identity. For example, in order to verify that you indeed possess a license to practice medicine, or that you are a trained Firefighter or certified Paramedic, we must first know that you are who you claim to be. This is not entirely an issue of preventing deliberate false claims, although that is one of the goals. We also want to make sure that we are attributing the correct attributes (certifications, license, and training) to your record.

So how is it that the social security number can be used to prove your identity? On its own your social security number cannot be used to prove your identity which perversely is what makes identity theft so easy. For example with a social security number and an address you can apply for a credit card. This is because the credit card companies DO NOT require a strong level of assurance in order to issue the card; they want to issue it and begin to generate revenue. This is why we require several forms of identification during the identity verification process. The information contained in your social security number is compared against other information that you report such as your date and place of birth. The SSN is not entirely randomly-generated. Although the procedures for issuing SSNs have changed over the years, a SSN can reveal an individual's relative age and place of origin. The first three numbers (area number) are keyed to the state in which the number was issued. The next two (group numbers) indicate the order in which the SSN was issued in each area.
