In order to make the most effective use of the technology Advance Response Concepts supports two types of credentialing operations. The first, largest, and for us foundational program is what we refer to as the “Pre-Enrollment” Program. Pre-enrollment, and subsequent management of the associated professional profile, occurs during the normal operation of the agency and hence can take advantage of a connected environment. This is important to our customers as the web applications are convenient, easy to use and most importantly secure. Pre-enrollment programs are based on the premise that all programmatic activates take place before a Disaster strikes. The program also allows for real time management of an individuals profile. The typical process flow for a pre enrollment program would be as follows;

A.) An individual referred to as the “candidate” enrolls in the Advance Response Concepts systems using a web based application. The enrollment process captures specific identity, geographic, demographic and medical information pertinent to the system. Many of the fields are mandatory being required for the electronic identity checks that will occur later in the process. Once again it is important to point out the process is very secure. Advance Response Concepts uses the latest in encryption technology and role based access to ensure the privacy and identity of an individual is protected. All this is done using the web based application at home or at work.

B.) The identity of the candidate is verified. Again this is done primarily through the web based application. Because there are many levels of identity verification, referred to in the industry as “Assurance Levels”, the highest of which require capture of a biometric, signature, picture, and scanning of identity documents, the web based application may be supported by additional drivers or the RAPTOR Connect Program, all of which are installed on the local computer.

C.) The professional licensure of the individual is verified. As in the identity verification dependence on locally installed drivers and or software is driven by the Assurance level that the client is required to work at.

D.) The last step is skills certification and profile maintenance. These activities can be done entirely in a web environment or using the RAPTOR Connect software loaded on a local computer.

Once this process flow has been completed in most cases, dependent on the program requirements of the client, a card can be issued. The card has the complete identity and professional profile of the card holder encrypted on the contact and or proximity chips on the card. This means the identity can be confirmed and the profile information be retrieved at the disaster site for use in accountability and resource management programs with out relying on any external database. The program now shines as the most complete on of its kind in a connectivity void environment.
