1. Executive Summary


EMTs with Pedi PatientAdvanced Response Concepts, with a rich history in management of the diverse communities that comprise Emergency Services,
understands and uniquely provides a proven, standards-based, interoperable, and flexible method to identify,
classify, and securely manage the identity, and attribute information of our Nations First Responders and Law
Enforcement Officials while providing for their safety and efficient use through an integrated accountability and
tracking system.

Authorities at the municipal, regional and state levels, recognize the imperative and difficulty in marshalling
and managing all skill sets required for the resolution of a mass disaster of any origin. While professional
first responders because of their training and experience are paramount to any resolution, it is generally
acknowledged that volunteer resources need to be strongly considered for effective resourcing operations.
Having contacted
Advanced Response Concepts and considering the product offering, you have taken the critical step of
identifying that technical solutions covering multiple emergency applications across diverse public safety
disciplines need to be interoperable providing a seamless information flow between the forces on the ground
and command authorities.




Fire Fighters Advanced Response Concepts is prepared to deliver a system based on our understanding of the functional requirement – what
the agency needs to accurately identify and manage its resources in times of crisis. Our system is not just a
technologic response to the needs of the authority having jurisdiction, but considers the overarching policies
inherent in the governance made available over the last few years by Federal Agencies led by DHS, DHHS,
DOJ, and DOD; as well as the expected guidance to first responder credentialing being drafted cooperatively
between ANSI and FEMA. The
Advanced Response Concepts system was designed to support the needs and considerations of
each of the communities comprising the public safety, emergency services and critical infrastructure resource
pool, and the interaction of these, both within the state and without.

Central to managing a catastrophe of any size is the ability to coordinate the proper resources to directly
operate
and resolve the disaster; then to manage the recovery. An adequately trained firefighter or police
officer can
resolve a minor traffic accident; many skilled individuals are required for a mass disaster. The
Advanced Response Concepts solution is designed to assist in managing the full range of events; from day to day responses to
multi-jurisdictional and/or
multi state disasters.

The complexity is not just at providing some technical solution. The governance, policy, process and practice
of
the each of the varied communities who must interact during times of crisis provides the insight as to how
each
must be separately.



Busy Emergency RoomAs
Advanced Response Concepts developed a solution aimed at first responder identification and classification, planners and
developers were mindful of the inadequacies of the responses in New York and Washington, D.C. during
the events of 9/11; of the inability to correctly direct properly trained first responders during the record
hurricane season of 2005; and the dismal underutilization of trained resources following Hurricane Katrina
in New Orleans.

Principal among the problems encountered during these events was the inability of local officials to
adequately identity first responders sent to their location or to be certain to the point of liability acceptance
that the first responder before them actually was certified to perform a specific duty. By identifying, cataloging
attributes, and
managing these essential elements of information in advance of a catastrophic event, the
agency will ensure a
timely, smooth stand-up to operations and an effective and efficient recovery.



1.1. Our understanding of your goals


SWAT TeamEmergency response planners and authorities recognize that an orderly, timely, and effective response to
local, state, or regional catastrophes can only be accomplished if the incident managers know what
resources are available to prosecute their response. This goal is a top priority at the state and national levels.
While federal emergency managers work to position real and consumable property in advance of incidents,
it is the state and local first responders who actually do the work.

Principal among your goals and objectives is the advance identification of first responder assets available to
the state in times of emergency.
The agency expects accurate information about the responder population,
by type, capability, and certification;
dependable systems to collect, store, manage, and protect that
information; and the ability to fuse that
information with the larger crisis management picture for operations
and senior leader decisions.

Although many jurisdictions desire a strong pre-credentialing solution it is acknowledged that a integrated,
equally robust field credentialing solution will be required for many years to come. Finally, recognizing that
government authorities at all levels struggle to deal with fiscal restraints, Advanced Response Concepts
understands that the steps

taken through the initial product and system acquisition and the subsequent systems deployed are only the
initial
steps required to meet the long term needs of most agencies. Our commitment is very clear,
represented
by our offering of scalable solutions to meet the rapidly changing regulatory and operational
environments.


Using the Advanced Response Concepts’s suite of solutions, authorities can be assured of a system which meets
the objectives
of
privacy, security, accountability, up to the minute accuracy, and interoperability with other state and federal
systems.


The urgency that still surrounds domestic preparedness demands the attention of a provider skilled at
complex
tasks, understanding of local conventions, and able to integrate multiple levels of policy.

as evidenced by
our previous work in the national, international, and state levels, uniquely possesses these
skills.




1.2. Our approach basic approach to credentialing


Advanced Response Concepts proposes to collect, by the means described in our solution, the data
concerning the skills of each
first responder the authority having jurisdiction (AHJ) expects draw upon in the event of an emergency. The
information will be bound to the individual responders profile within the system and be made available to
command authorities through the reading of encrypted information off of the chipset in a smart card. The
solution as delivered will supports multiple platforms leveraging the use of a smart identity card increasing
security, and interoperability. On this card detailed, up-to-date information about the qualifications and
certifications of the individual are stored and may be retrieved by authorized personnel.

Information on the system is stored by the AHJ and may be updated, revoked, or reinstated during periods
of
connectivity between command and the central system. This connectivity may be made through hand
held
“readers” in the field, or administrative office systems designated for the system. Local secure access
to this
information is available using the command modules at any time even when connectivity to the central
system is
not available.

The benefit accrued is being able to assure 1) a person is whom they claim, and 2) that person’s
qualifications,
leadership can be established without question. This allows leadership to apportion resources
effectively;
confident in knowing the person identified, meets the requirements of the job at hand.



RAPTOR_PDAOur approach is to provide the system requested, with all quality assurance and testing. We will assist in the
governance and policy surrounding the system and ensure all members of the user community are trained
sufficiently to accomplish their missions. Our goal is to ensure not just a technically sufficient solution, but a
process and practice that fully meets the AHJ’s needs, which are flexible, expandable, and germane to the
overall needs of the authorities at all levels. We will work for you, with you, and in anticipation of your future
identity management requirements.

While the
Advanced Response Concepts system is specifically tailored to your requirement,
it is founded on standards that allow
flexibility and interoperability with other standards-based systems from mutual assistance partners from
other states and the federal emergency managers who are likely to participate in major catastrophes.

Advanced Response Concepts has significant experience in identity management programs. You can be assured that Advanced Response Concepts’sproven’s proven capabilities in managing the privacy of personal information in programs
worldwide will be leveraged
into the
system that is delivered. By the end of 2008 more than 500 emergency response agencies will be
using systems
built installed and supported by Advanced Response Concepts.

The foundational system, supported by credentials scalable from barcodesbar codes to smart cards issued to the
volunteer
first responders have the further utility to be used for other purposes requiring a fully vetted identity.
Advanced Response Concepts with funding provided by the Department of Justice is currently working in partnership with Delaware
State University
and an executive advisory team including the Delaware Department of Safety and Homeland
Security, to develop
a crime scene security, accountability and evidentiary tracking system. This program will
result in the enrollment
and subsequent issuance of one thousand (1000) high assurance smart card based
credentials this year. As
the state moves forward in establishing personal security for a variety of programs,
including various licensure,
benefits, and certification, the Advanced Response Concepts system, with very minor changes, can be
used. Clearly, the ability to
leverage the Advanced Response Concepts system to other utility in the state represents a savings in
time, personnel resources, and
overall cost of ownership.


1.3 Attribute Mangement,Management, the Defining Difference

Attribute management in the RAPTOR system is similar to that in network management. In a network an
“attribute” is the property of a managed object that has a value. Similarly in RAPTOR an attribute is the
property of the person who has enrolled, and the value is “what that attribute is”. An example being: Joe Smith
enrolls and designates he is a Firefighter I, Joe is the “managed object” and Firefighter I is the “attribute”. The
RAPTOR system then associates the “value” as the skill set of a Firefighter I.

Also similarly to network management, RAPTOR has certain mandatory initial values for attributes that are
specified as part of the managed object class definition. Associating the skill set of a Firefighter I is a
mandatory initial value, but conditional values can also be added, these may be unique to the jurisdiction
where a responder works on a local, regional, or state level. These conditional attributes could also be
additional training or certifications that are above and/or beyond the initial mandatory value of a Firefighter I.

RAPTOR creates a baseline for attributes based on national standards organizations like the National Fire
Protection Association (NFPA), The National EMS Scope of Practice Model from the Department of
Transportation, National Incident Management System (NIMS) classifications, and a specially designed
proprietary baseline of Law Enforcement skills, due to a lack of a common national law enforcement standard.
The baseline becomes the mandatory initial values. The baseline can then be configured to the specific
jurisdiction by indicating departures and additions to the baseline. This is an important distinct function of the
RAPTOR system, because it allows a receiving jurisdiction to know the exact skill set of the incoming
responders, which allows them to more effectively utilize the responders.


2. Equipment Technology Budget Category


2.1. RAPTOR Enterprise Server:


The enterprise server is a service bureau offering the associated costs reflecting the acquisition of
dedicated
hardware supporting the long term leasing and operation options of the server for the Client on
an annual
basis. Advanced Response Concepts leverages the strengths of its strategic partner WidePoint/ORC in support of
the RAPTOR hosting
requirements. ORC offers several hosting services for use within this program. Their
secure data center
currently provides digital certificates to the Federal government and their employees under
the Shared Services
Provider Program certified, accredited and audited by the General Services
Administration. In addition, ORC is a
certified ACES Certificate Authority which issues digital certificates to
citizens who wish to exchange electronic
information with the Federal government through a variety of web-sites
and/or e-mail exchange. ACES is also
accredited by GSA. These services are cross certified with the Federal
Bridge and should be accepted across the
Federal Government as legitimate credentials for use in web site
authentication, digital signature of e-mail and
documents as well as encryption of e-mail and documents. In
addition, ORC offers a Managed Validation Service,
certified by GSA that enables their users to validate all
certificates that they come in contact from cross certified
Federal Bridge certificate authorities. These services
operate out of a secure facility in Fairfax, Virginia. The
services have either load balanced service or warm/cold
spare redundancy in a Baltimore, MD facility depending
upon requirements.



2.2. RAPTOR Enterprise server warranty, support, and maintenance annual cost


The RAPTOR Enterprise server warranty, support, and maintenance annual cost covers the first operating year
of
the proposed system. The plan is subject to the terms and conditions outlined by Advanced Response Concepts. Detailed
warranty,
support and maintenance information is in the like titled document available on request.



2.3. RAPTOR Enterprise License:


The RAPTOR enterprise license provides the Client with the complete RAPTOR program database with
its
baseline content configuration and web application. This license supports pre credentialing elements
including
enrollment, verification of identity, verification of skills and licensure, skill comparison, medical
records, agency
and department management, and card issuance for up to twenty five thousand users.
Out year license fees are
built into the individual credential annual sustainment fees.



2.4. Standard UJR Emergency Response Configuration:


The Unique Jurisdiction Requirements (UJR) configuration is to allow for Certifications and licensure
requirements
unique to the jurisdiction and not driven by a national standard to be gathered,
deconstructed, formatted,
and entered into the RAPTOR system. This allows for the RAPTOR skill
comparison process to work for these
certifications and licensure allowing for the comparative
functionality of the system. This configuration often
includes the curriculum for the State or
Commonwealth-Municipal Police Officer basic recruit program, State
Police and State Sheriffs basic
recruit programs. The end result allows for the RAPTOR system to compare
qualifications of law
enforcement officers from multiple states and multiple jurisdictions in real time and report on
scope of
practice discrepancies critical to the authority have jurisdiction. Often additional selected pre-identified

programs are part of the configuration. Based on past customer experiences Advanced Response Concepts
expects thatstate or even
jurisdictional specific programs in EMS, emergency management, public health,
pubic works, and others may be
part of the configuration requirements.


2.5. RAPTOR Credentials


Credential Card Prices are based on volume, technology requirements, compliance requirements and operational
assurance levels. Prices ranging from $25-$40 are average.










2.6. Field Enrollment Kit RAPTOR hardware and software configuration:


IRM Credentialing KitThe RAPTOR field enrollment kit, will allow the client to conduct “just in time” credentialing operations in
a field/operational environment. The credentialing software operates at a moderate level of assurance
(level 2), the basis of the definition extrapolated from standards propagated by NIST, Department of
Defense, and the Federation for Identification and Cross Credentialing Systems (FiXs). Initial delivery
includes software RAPTOR operating at a compatibility level with the master program. Upgrades will
be provided during the product life cycle increasing functionality, raising the assurance level, and
allowing for compatibility with the National Standards in development.

All required software, firmware, and drivers for turn key functionality will be included. Hardware will include
at
minimum the following components, or their equivalent, built into a pre-engineered hardened travel
case(s).

  • Sagem Morpho Guardian -Ten print live scan, Applicant Flat Scanner, captures flat ten

2.7. Field Enrollment Kit warranty, support, and maintenance annual cost


The RAPTOR Enterprise server warranty, support, and maintenance annual cost covers the first operating
year of
the proposed system. The plan is subject to the terms and conditions outlined by the technology
provider. This
warranty covers software and integration, as well as hardware integration and engineering
issues attributable
to the Kit provider. Individual components carry their own manufacturer’s warranties and
are not covered by this
offering detailed warranty, support and maintenance information is in the like titled
document provided by the
proposed technology provider.


2.8. DataStrip Evolution Ruggedized Handheld PC with RAPTOR

Ruggedized Handheld PCThe Evolution handheld PC from DataStrip is the latest offering from this proven technology provider.
Paired with both the RAPTOR Mobile and IRMS Dynagate (for legacy customers) applications the
handhelds bring the program offering to field operations. The offering will provide the client with necessary
tool to secure crime scenes and other high risk areas; provide credential and identity verification,
emergency access to medial records of credential holders, and accountability and REHAB program. All
of these critical functions and information sets can be retrieved in an environment otherwise devoid of
communications. Information collected on the handheld can be sent back to command authorities, displayed
and managed using the RAPTOR Command kits.






2.9. HP 210 Enterprise Series Handheld PC & Grabba Smart Card Reader with RAPTOR Mobile

the devices will give you the power you need to get through a shift and more. The 4.0-inch VGA 640 x 480

2.10. RAPTOR Mobile Warranty Support and Maintenance, 1 year

This is a warranty offering for the RAPTOR mobile software and DataStrip Evolution handheld PC’s.

and conditions from the provisioning technology providers apply. Detailed warranty, support and
maintenance
information is in the like titled document provided by the proposed technology provider.


2.11. RAPTOR Connect software w/ Desktop Smart Card Reader/Writers

RAPTOR Connect software paired with Omni Key 5321 Dual interface smart card reader/writer. The RAPTOR
CONNECT software allows the client to manage and update the smart Card credentials in the program. Raptor’s
unique and proprietary skills comparison functionality and card personalization are the predominate features in
this software. Card personalization ties the identity card to the individual and allows for activation. The comparison
feature allows for comparisons between skill sets in hundreds of nationally recognized standard driven first
responder skills and certifications. Variances between jurisdictional or state to state scope of practice, including
that effecting life safety, are identified and reported. A secure connection to the RAPTOR enterprise server over a
standard network connection allows for a complete suite of management tools. With the 5121 and RAPTOR
CONNECT administrators in
every client emergency response agency will be able to administer and update their
smart cards on demand.

3.1. Project Management:


In order to assist the client, Advanced Response Concepts can provide project management and program guidance
as the program
is deployed across the jurisdiction. Project management will include a series of reports
throughout the project
using data gathered from user and administrator surveys. Without this service full
time employees would have
to be hired or existing assets may have to be reassigned from their primary
responsibilities. The technology
provider brings with them a high level of expertise in enterprise
deployments among law enforcement and other
first responder agencies relieving the client of the time
delays that would be required to train alternative staff to
handle this operation and ultimately saving the
program thousands of dollars.



3.2. On site training and (agency) customer support:


On-Site TrainingIn order to provide for end user, administrator, and train the trainer programs, supporting the software,
hardware, administrative and operational requirements of the program, the
Advanced Response Concepts
offers on-site training. The training will be conducted using agency owned and operated equipment or equipment
purchased as part of this program. All training materials will be provided. In order to insure effective
communication between trainers and students the technology provider offers a team of former, and
current law enforcement and emergency services professionals both on staff and under contract.



3.3. Off site training and (agency) customer support:


Off-Site TrainingIn order to provide for additional end user, administrator, and train the trainer programs, supporting the
software, hardware, administrative and operational requirements of the program,
Advanced Response Concepts
offers off-site training. The training will be conducted using phone support, web casts, live online support programs,
and online knowledgebase and wiki’s. In order to insure effective communication between trainers and
students the technology provider offers a team of former, and current law enforcement and emergency
services professionals both on staff and under contract.










3.4. Exercise Support:


Exercise SupportTo insure that the investment made in this program has achieved the highest level of effectiveness the
Advanced Response Concepts can work with local and/or regional authorities to design, conduct, and evaluate a single, or
series of, live exercise(s) during single or multi day periods throughout the course of the deployment.
The exercises will test the ability of client agencies to use the overall program while proving the
effectiveness of the technology provided. A complete after action report, with analysis and
recommendations is provided by
Advanced Response Concepts.
