Recent history and federal legislation have both identified the critical need for local, regional, and state authorities to have an identification system in place to provide for the advanced and/or acute credentialing of first responders (law enforcement, fire, EMS) and critical personnel (doctors, nurses, telecommunications, public works). Given the number of federal agencies and consortiums working both independently and in concert to develop standards for the early identification, registration, and credentialing of incident responders, local, regional, and state authorities need the system to meet their current needs and be configurable to meet future state and federal requirements. The RAPTOR Advanced Authentication and Validation System can serve both functions.

The RAPTOR Advanced Authentication and Validation System is a smart card based tool allowing for the compartmentalized storage and secure retrieval of demographic, licensure, training, and privileging data, using a system of advanced registration, authentication, and verification. The system allows a user, referred to as a credentialing candidate, to enroll through our secure website. The credentialing candidate enters personal and professional demographic, contact, and medical information, identified as required by the Authority Having Jurisdiction (AHJ) and consistent with The RAPTOR operating rules and trust model.

Subsequent verification of the candidates identity and professional qualifications is completed at a site or sites determined by the AHJ. This process results in the issuance of a “smart card” produced by Vuance or by the AHJ locally under license. A smart card is a durable plastic identification card embedded with a memory chip(s) that stores and transacts data between the card and the RAPTOR system. This data is associated with value and/or information and is stored and processed within the card’s dual microprocessor chips. The card data is transacted via a reader that is part of a trusted computing system. RAPTOR offers several choices in hybrid or dual interface Smartcards including the FIPS 201 GSA APL listed Oberthur offering or the original RAPTOR program card with a 64Kbyte Emosyn Theseus® Platinum TP62 contact chip with a Flash COS operating system and a 4K MIFARE ISO 14443A contactless chip for programs that will focus strictly on first responder and accountability programs. A selection of smart cards and chips from Athena, MTCOS, Phillips (MIFARE and DesFire) are also available.

RAPTOR is actively seeking to become the first accountability and first responder identification and credentialing program to sit on a fully compliant FIPS 201 PIV I and II platform that also supports the Real ID Act. For credentials that stands up both to PIV II and Real ID, RAPTOR sits on a 144x144Kbyte Dual Interface Smart Card with a Java® operating system supporting full filing capability and set in flash memory. At the client’s request RAPTOR will support Maltose as well. The entire package is secured using the Constructive Key Management CKM ® system developed and managed by TecSec Corporation. This next generation security is far superior to Public Key Infrastructure (PKI), but still fully supports the addition of PKI certificates in the interest of interoperability.
